Swablu

> Swablu, the Cloud Pokémon, is known for its soft, fluffy wings that resemble clouds. This Normal and Flying type Pokémon is often found soaring high in the skies of Hoenn, where it sings melodious tunes that can be heard for miles. Swablu is known to playfully flutter around in the air, and it uses its wings to create gentle breezes. Although it does not evolve from any other Pokémon, Swablu can undergo a transformation into a more powerful form, Altaria, when it reaches the right level of experience.
